In his first major speech as Foreign Secretary, David Miliband will argue that foreign policy is critical to the overall mission and success of the Brown government. He will say that shifting patterns of global power call out for a new diplomacy that redefines the priorities we set for our foreign policy and the way we go about achieving them. He will end with a set of open questions asking the audience both inside and outside the room how the FCO can best deliver this new diplomacy.
