United Nations Framework Convention on Climate Change

This week the United Nations Framework Convention on Climate Change (UNFCCC) is holding its thirteenth Conference in Bali. The location- a beautiful island already exposed to the effects of increasingly extreme weather- may help illustrate the importance of the discussion. Over 180 countries are sending representatives, and 15-20,000 attendees are expected in total.
The main aim of the Conference is to launch negotiations on climate change for the post-2012 period, when the current phase of the Kyoto Protocol will come to an end. No one expects a finalised climate change deal from Bali; it aims instead to create a roadmap, complete with agenda and timetable, towards an eventual agreement which the UNFCCC plans to conclude in 2009. One important goal is to bring on board big emitters that refused to ratify Kyoto, and a commitment to a new, long-term climate framework by all 192 UNFCCC signatories would be seen by many as a success.
The climate agenda has gained momentum in 2007 through commitments by important actors including the EU, G8 and G5 emerging economies. Bali is an opportunity for ministers, who will arrive in the second week, to start the process of delivering on their promises.
