Afghanistan and Iraq were the first major challenges of state-building in the 21st century, but the speakers will argue that they were approached through the institutional lens of the 20th century. Building on insights from a variety of thinkers, cases of successful turnaround and recent advances in technology, they will offer a framework for state-building that enables governments to be accountable for the performance of core functions for their citizens, linked to the process of globalization.
