Transforming Electricity (RIIA/Earthscan 1999), by Walt Patterson, identified critical issues facing electricity around the world. The follow-up project, Keeping The Lights On, examines these issues in more depth, starting with a series of Working Papers. Working Paper 1, Overview: The Electric Challenge, published in March 2003, considers problems and options for electricity and electricity policy, long-term and worldwide. Working Paper 2, Generating Change, published in September 2003, focuses on electricity generation. This Working Paper in turn focuses on the evolving structure and function of electricity networks.
