As the United States prepares to elect a president, it is crucial that it re-engages creatively with the rest of the world. To achieve that, Washington will need all the friends it can get. Latin America, which has close ties through geography and history, is where the new president should start. After eight years of ineffective policies that can be seen as benign neglect, it is time to be more pro-active.
