The speaker will argue that the occupation has failed through a lack not of pre-war planning but of informed analysis. US decision-makers and the UK Foreign Office failed to see that Islamists, Shia and Sunni, would fill the post-Saddam vacuum, and that Iraqis in general would quickly resent foreign occupiers. He will argue that the US should negotiate an early withdrawal of its troops with a national conference of Iraqis, including civil society, resistance leaders and prominent clerics as well as the current government. Jonathan Steele has had numerous assignments in Baghdad and Basra since April 2003.
