Security Challenges and Responses
- What nature and level of security challenges are we facing?
o Traditional challenges: the re-emergence of large power and regional rivalries; inter-state proliferation of nuclear, biological and chemical technology and weapons; competition for natural and economic resources
o New challenges: proliferation to non-state actors and groups; non-conventional terrorism (chemical, biological, radiological and nuclear); managing failing and failed states; piracy; serious and organized crime; cyber-crime - What strategic postures and responses should be considered?
o Afghanistan - the enduring model? Or managing uncertainty?
o NATO: Article 5 Defence versus expeditionary commitments; military and/or civil security tasks
o The role of deterrence in complex and unpredictable world, with asymmetric adversaries
o New strategic concepts: knowledge-based security; collaborative, cross-border national resilience
