In many aspects of public, commercial and private life, society is increasingly dependent on the global information and communications infrastructure. With dependence comes vulnerability to a broad range of cyber-threats ranging from hacking and cyber-hooliganism to serious and organized crime, ideological and political extremism, and state-sponsored cyber-aggression. These threats cannot be said to constitute a vast, organized cyber-conspiracy, yet there is no doubt that the UK is challenged comprehensively, even systematically, from cyber-space. This discussion will consider the main elements of the cyber-security threat to the UK and the speakers will argue that a co-ordinated policy response can be informed by business process analysis and by a risk management philosophy, which would include a level of interventionism.

The speakers are co-authors of a Chatham House Report, 'Cyber-Space and the National Security of the United Kingdom', which will be published on 26 March.
