General Richards became Chief of the General Staff in August 2009, having previously served as Commander-in-Chief Land Forces. Between 2006 and 2007 he was Commander of the International Security and Assistance Force (ISAF) in Afghanistan, in charge of NATO's troops in the south of the country. The speech is on the record but the question and answer session is off the record.
