The speaker will consider how Barack Obama's election to the presidency was presumed to herald a new era for American public diplomacy and suggest that remarkably little headway has been made in improving perceptions of the United States throughout the world. He will argue that part of the problem may be the disconnect between public diplomacy efforts and US policy, which is something the US foreign policy establishment has yet to address.
