A key premise of the European Union has been that countries that have historically been in conflict with each other are able to work together because of their shared values of freedom and democracy. The Union has harnessed these shared values to promote the greater good of the region, initially in the post-war period, then during the 1980s when the former Mediterranean military regimes joined, and again in 2004 and 2007 with the accession of the former Communist bloc countries. The Minister will consider whether this vision of Europe still resonates in the 21st century for a new generation with different international concerns. He will argue that Europe needs a new responsible agenda addressing issues such as climate change, poverty eradication and the challenges of HIV/AIDS to engage a new generation.
