The lecture will address the changing rationale for official development assistance in a post-9/11 context. It will present the argument that after a legitimacy crisis in the post-Cold War years, ODA is turning into a global redistribution mechanism designed to address the market failures that are inherent to a globalised economy.
Mr Severino will also assess the international community's capacity to respond to the rising challenges of North/South relations in this new international context.
