Civil Society and Environmental Governance

During Chinese President Hu Jintao's state visit to the United Kingdom in November 2005, the two governments signed the UK-China High-level Dialogue on Sustainable Development (SDD). The agreement establishes a cross-governmental, multi-layer structured dialogue with active multi-stakeholder engagement. A number of new activities have been initiated under the UK-China SDD. The Civil Society and Environmental Governance in China project is one of these activities. It is supported by the World Summit on Sustainable Development Implementation Fund which is managed by the UK Government's Department for Environment, Food and Rural Affairs (Defra). The project is implemented by Chatham House.

Purpose:

  • To enable Chinese environmental NGOs to enhance collaboration with each other and with potential allies in the government, the media, the private sector, the legal community, and academia.
  • To enable Chinese environmental NGOs to strengthen their ability to influence environmental governance, including both policy-making and implementation.

Key characteristics:

  • The project takes into account China's specific situation and has been designed in response to the expressed needs of Chinese environmental NGOs.
  • The in-country partners will participate fully throughout the project, from developing the overall work plan, implementing project activities, to organising the final evaluation.

Duration: 20 months from January 2006 to August 2007

  • Green Earth Volunteers: Responsible for the theme "Increasing collaboration between environmental NGOs and the media"
  • China Association for NGO Cooperation: Responsible for the theme "Forging alliances for environmental protection between NGOs in different regions and sectors"
  • Center for Legal Assistance to Pollution Victims: Responsible for the theme "NGOs using the legal system to promote better environmental governance"
  • Fuping Development Institute: In-country project coordinator
