The speaker will look back on the achievements and frustrations of his eight years in office as Commonwealth Secretary-General. The Commonwealth regularly faces criticism for its association with dubious democracy and slow or uneven development. However, Mr McKinnon will argue that the Commonwealth is a community of shared values, relevant to its times and inclusive for those who need it most. The glass, he will argue, is far more than half full.
