It is the conventional wisdom that the European economy has lagged significantly behind the global competition, despite some considerable variations among countries. Most of the pessimistic analyses of the current state of the EU economy tend to focus on the need for welfare reform and on the persistence of rigidities, especially in labour markets.
IEP takes a rather different view. The EU has in fact strong and unexploited potential, mainly in the area of human capital and demand management that is peculiar to the European region. Little attention has been paid to these strengths, for reasons that range from the actual design of EMU economic governance to public and private actors' attitudes.
It is generally accepted that there are inherent flaws in the design of EMU economic governance that need to be addressed to better exploit Europe's potential. IEP intends to offer solutions to the current deficiencies, and concrete ways to improve EMU institutional set-up.
