Climate and the G8: Climate for Agreement?

When European leaders agreed an ambitious package of measures on climate change and energy at the European Council in Brussels in March, a triumphant mood took hold. Emboldened by their success, European Union decision-makers began to focus on two key summits: the EU-United States gathering in April and the German G8 gathering of leading economies in June. A repeat of the impressive outcome achieved in March was never going to be an option. Nevertheless, Europeans began eyeing the surf, anticipating that the twin German EU and G8 presidencies just might equip the Union with enough power to make real progress in international climate change negotiations this year.
