Is there something of an 'experience deficit' in centrally planned defence procurement?

The Chatham House annual Defence and Security Conference 2009 will review recent security and defence operational experience from a variety of perspectives.

Defence acquisition has traditionally been a slow and cautious process, driven by long-term strategic concepts. Recent operations, however, have made the case for defence acquisition to be driven more by the experience of current operations, and for lessons learned processes to become more decisive.

This conference asks whether the traditional approach is still adequate. Issues to be discussed include:

  • What can be done to improve the feedback loop for those who have no direct experience of operations?
  • How can defence acquisition be made more responsive to current circumstances without blowing a hole in constrained defence budgets?
  • How can other government departments, not traditionally part of the defence acquisition process, but now increasingly involved in security operations, learn from their military colleagues?
  • As non-military experts in problem solving, and therefore unlikely to suffer from a narrow single service perspective, do private sector security companies offer any lessons in how to develop and deploy equipment in a joint environment?
