The speech was held on the record and then to enable as open a debate as possible, the questions and discussion were held under the Chatham House Rule.
In response to the September 2001 terrorist attacks and the growing prevalence of terrorist activities around the world, the UN Security Council has developed a global legal framework to freeze the assets of terrorists and the individuals and groups associated with them. However, judged by every objective measurement, the asset freeze programme is failing. The speaker will discuss what must be done to revive the economic sanctions programme and prevent it from becoming irrelevant in the struggle against global terrorism.
